Umstrittene Autochthonie. Land- und Wasserrechte und das Verhältnis von Nomaden und Sesshaften in Süd-Kordofan (Sudan)

Programm

Dieses Projekt untersucht die Mechanismen gleichzeitiger Differenzierung und Angleichung von Baggara und Nuba in Süd-Kordofan in der Zeit seit den frühen 1980ern.

Während in den 1970er Jahren Anzeichen von Nationenbildung in Kordofan beobachtet werden konnten, setzte in den 1980er Jahren eine umgekehrte Entwicklung ein. Dieser Umschwung ist auch in anderen Teilen Afrikas erkennbar und geht teilweise auf globale Entwicklungen zurück. Es kommt zunehmend zu Artikulationen von Kollektivrechten, deren Kategorien schwer mit den Prinzipien eines modernen Staates vereinbar sind: Forderungen nach Zugangsrechten werden in Kategorien wie Ethnizität, Kultur, Religion und manchmal „Rasse“ vorgelegt. Das Projekt erforscht lokale Diskurse und Praktiken von Autochthonie in Süd-Kordofan innerhalb des Netzwerks allgemeiner Entwicklungen und ihrer spezifischen Ausprägung im Sudan.

Das Hauptaugenmerk liegt dabei auf Fragen der Eigentums-, Zugangs- und Nutzungsrechte in Bezug auf Land und Wasser. Der Kernpunkt ist die rechtliche Fixierung und die Praxis kommunaler Landrechte in einem rechtspluralen Kontext. Statt einer ausschließlichen Konzentration auf Formen und Ursachen von Konfrontation ist das Projekt auch an denjenigen Formen von Kooperation, Koexistenz und Anpassung interessiert, die während des Krieges zwischen 1985 und 2002 fortbestanden oder sich sogar ausbreiteten. Der Gegenstand erlaubt zudem die normative Frage zu stellen, wie eine verwickelte Konfrontation in eine von friedvoller Kooperation geprägte Situation umgewandelt werden kann.
