Nomads without pastures?
Political Ecology and Human Security

Programme

The project focuses on two key issues of sustainable development in (post-)nomadic contexts: Political ecology of pastures and human security of (former) nomads in the context of global change. The core issues at question are the potentials of sustainable resource use for herders increasingly integrated into globalizing economies. The project, headed by Ingo Breuer and Jörg Gertel, combines three regional case studies (Morocco, Eastern Tibet and Northern Sudan) and pursues several objectives: Empirically it aims at creating detailed, high resolution local case studies on dynamic human-environment relations, concomitantly analyzing the impact of institutional actors who - even from external positions - codetermine the future of pastures and social security. Conceptionally the project intends to identify - in collaboration with project E10 (ecological-economic modeling) - key factors for sustainability in post-nomadic settings. By combining social geographic local expertise and abstract modeling, complex factor bundles (both ecological and socio-economic) are to be evaluated regarding their analytical scope. Finally, the attained expertise is purposed to feedback into the three research countries by means of the systematic integration of local scientists, in order to design sustainable strategies with local decision makers.

The project focuses on three case studies in Morocco, Eastern Tibet and Northern Sudan. One common feature of these is high exposure to natural hazards such as droughts, snow catastrophes and flooding.

  1. Morocco (researcher: David Kreuer) is an example for a postcolonial situation with slow denomadization accompanied by processes of deep social differentiation. (Former) nomads are exposed to considerable poverty risks and drought hazards.
  2. Eastern Tibet (researchers: Andreas Gruschke, Janka Linke) represents a postsocialist setting with recent renomadization, marked by massive state interventions and partial wealth in the nomadic areas.
  3. In Northern Sudan (researcher: Sandra Calkins), in contrast, a broad spectrum of nomadic activities unfolds in the context of a "weak state", while nomads are exposed to multiple risks.
